Latin America vehicle procurement
Importing cars from China to Latin America: use the national approval route
Latin America has no universal vehicle import permit. A sound purchase connects China's export file to the destination's importer permission, technical approval, customs valuation, port release and first registration.

Choose the country, import regime and registration endpoint
The enquiry should identify the final country, corporate or individual importer, commercial sale or personal use, new or used status, build and first-registration dates, category, powertrain, accident or modification status and entry port. Destination customs, trade, transport and environmental specialists must determine whether a general import, prior permit, free-zone or another regime applies. A narrow exception cannot be used to infer that ordinary commercial imports are allowed.
Treat first registration as the procurement finish line rather than asking only whether customs can release the unit. Run a desktop simulation before purchase: who applies for the licence or approval, whether a manufacturer or local representative is needed, which originals require Spanish or Portuguese, sworn translation, authentication or electronic filing, and when the vehicle is inspected. Any approval due before loading should become a contractual condition for payment and booking.
Use country examples to understand different approval gateways
Peru's SUNAT material connects customs records with new-vehicle homologation data and technical sheets and inspection for used or special vehicles. Chile's first-registration route requires invoice or customs evidence that matches vehicle identity. Colombia's VUCE processes import registrations, licences and prior approvals. All may use Spanish, yet the responsible body, data fields and sequence are not interchangeable.
Argentina's 2025 LCM framework allows use of an existing model approval or foreign-homologation validation in defined circumstances, while still requiring the make, model, version, technical characteristics and VIN description to align. An UNECE-labelled certificate or sale in a neighbouring country is not a regional passport. The destination specialist should classify the quoted version as acceptable, missing evidence, requiring modification or not viable.
Create VIN master data that cannot change in translation
Record every VIN with make, commercial name, model and variant codes, body, build and model year, engine or motor number, powertrain, displacement or power, colour, seats, weights, steering side and new or used status. The Chinese contract, invoice, export declaration, bill of lading, import permit, approval and registration should all draw from that controlled table, preventing sales names from being confused with regulatory types.
Retain the manufacturer's Chinese or English source terms while mapping them to the Spanish or Brazilian Portuguese fields used by the destination portal. Translation must not alter VINs, approval numbers, model codes, units or decimal values. Where apostille, consular legalization or sworn translation is requested, confirm the document, signatory and receiving format in advance; not every agency accepts the same scan, electronic signature or translated copy.
Make price, origin and customs value explain one another
The contract and commercial invoice should identify both parties, the VIN schedule, price, currency, discounts, accessories, freight, insurance and an Incoterms 2020 rule with a named place. Retain payment, related-party and price-adjustment evidence so the importer can explain the amount actually paid and additions to customs value. Under-invoicing can invite a valuation adjustment and is not a reliable method of reducing the final tax burden.
An ordinary Chinese certificate of origin can support non-preferential origin, but transshipment through Mexico, Panama, Chile or a free zone does not turn the car into local origin, nor does it automatically qualify under ALADI, Mercosur or another arrangement. A preference claim needs an applicable agreement, compliance with its product-specific origin rule and the importing country's procedure. Keep ordinary and preferential origin evidence distinct.
Control loading, port handover and arrival inspection
An independent inspection should reconcile each VIN with identity plates, configuration, build date, mileage, accident repair, functions, tyres, underbody, keys and supplied items. For an EV, add battery identification, charge level and inlet. Review the bill-of-lading draft for shipper, consignee, notify party, ports, count, VIN attachment, freight and release method. Original, electronic-release and agent practices cannot be assumed identical between Spanish-speaking states and Brazil.
The budget should include Chinese inland and terminal work, marine insurance, destination handling, examination, valuation difference, storage and detention, broker, tax, approval, conversion and registration. Confirm free time, arrival appointments, document delivery and insurance survey before departure. Record the vehicle's arrival state and protect the cargo claim before it leaves the terminal; pressure to clear should not erase evidence of transport damage.
Use the first order to close sale, registration and support
Keep initial volume controlled while completing real import permission, clearance, technical inspection, first registration and customer handover. Track approval time, document corrections, port costs, defects and customer feedback by VIN before selecting the next configuration and quantity. The supply chain is proven only when vehicles can be registered and legally used. Arrival or customs release alone is not a successful pilot.
Set warranty responsibility, language, parts catalogue, diagnostic rights, repair information, software updates, labour reimbursement and collision-parts supply in the contract. Spanish-speaking markets and Brazil cannot share customer and technical material that has not been localized. Unconfirmed importer eligibility, an approval that misses the variant, mismatched VIN or beneficiary, or obstruction of inspection should immediately stop payment and shipment.
Frequently asked questions
Is there one vehicle import permit for all of Latin America?
No. Each country determines importer eligibility, vehicle status, licensing, approval, inspection, valuation and first registration.
Can a foreign type approval be used directly for registration?
Not necessarily. The destination must accept the system, issuer, regulation version, type and variant scope and may require a local process.
Does transshipment in Latin America create preferential origin?
No. Preference requires an applicable agreement, compliance with the product origin rule and a proper claim in the importing country.
Why simulate first registration before shipment?
It exposes specifications or documents that customs may release but the road authority may reject, before the vehicle is committed to the voyage.
