Global vehicle import procurement

How to import cars from China: an end-to-end buyer guide

A defensible import starts by proving that the exact vehicle can enter and be registered at destination. It then connects the seller, Chinese export route, VIN evidence, payment, carriage and aftersales responsibility in one auditable chain.

Work backwards from the destination and legal vehicle status

Before requesting a firm price, identify the country of final registration, importer of record, private or commercial use, vehicle category, new or used status, build and first-registration dates, steering side, powertrain and intended arrival window. Ask destination customs, transport, standards and environmental specialists to confirm whether that exact proposition is importable, what approval route applies and which inspections precede registration. A model advertised as global is not a substitute for a country decision.

One physical car may leave China as an unregistered new vehicle, a recently registered vehicle, an ordinary used vehicle or a modified vehicle. Those classifications can change title evidence, export licensing, inspection, destination tax and aftersales obligations. Put the legal status in the sourcing brief and require the seller to price against it. A description such as zero-mileage does not resolve registration history, and an unexplained status should stop the quotation from becoming an order.

Verify the seller, export chain and every physical unit

Check the contracting company's registered Chinese name, unified social credit code, operating status, signatory authority and bank beneficiary. Establish how the manufacturer, dealer, current owner, export-licence applicant and customs declarant relate. Several entities can perform a legitimate transaction, but mandates, title, payment allocation and liability must be documented. Confirm an account change through a second known channel and do not treat a stamped image as proof of authority.

Use the VIN to make the deliverable non-substitutable. The schedule should record model and configuration codes, build date, battery or engine details, colour, mileage, keys and location. An independent inspector should reconcile identity plates, instruments, condition, functions and supplied items. Keep each VIN identical across the contract, invoices, inspection, export licence, insurance and bill of lading; any proposed substitute should trigger a complete review and written buyer consent.

Convert technical evidence into destination acceptance

Obtain whole-vehicle and system approval numbers, issuing authorities, regulation series, covered type and variants, and conformity-of-production evidence. A destination-recognized technical service should say whether the package supports import and registration. UNECE WP.29 provides international regulatory agreements and official status material, but effect depends on the agreement, regulation version, contracting party and approval scope. A certificate heading alone cannot prove acceptance of the purchased cars.

The same commercial model can conceal different lamps, glazing, airbags, emissions calibration, driver assistance, charging inlet and region-locked software. Conduct approval review against the quoted variant and VINs, not a brochure. If rectification is necessary, agree the engineering basis, performer, retest, warranty allocation, price and remedy for failure before loading. Port storage is an expensive place to discover that a similar-looking version cannot be registered.

Compare landed scenarios, not a headline trade term

Build the budget in separate lines for the vehicle, Chinese inland transport and terminal handling, export and inspection work, freight, insurance, destination handling, duty and tax, approval or conversion, storage, registration, financing, initial parts and training. Label the currency, valuation basis, validity date, responsible party and confirmed or estimated status of each line. Only then can two routes or suppliers be compared on the same commercial boundary.

State the Incoterms rule, 2020 version and precise named place in the sale contract. The rule allocates defined delivery, cost and risk duties; it does not by itself determine title, payment, quality, destination admission, warranty or remedies. Link instalments to observable outputs such as verified company and account, frozen VIN schedule, passed independent inspection, accepted export papers and an approved bill-of-lading draft, rather than paying merely because a calendar date arrived.

Make booking, insurance and handover describe the same cargo

Declare petrol, hybrid or battery-electric vehicles accurately to the carrier, including running condition, battery information and known damage. Obtain written instructions for the specific sailing on RoRo or container acceptance, state of charge, keys, alarm systems and damaged units. Before handover, record each VIN, mileage, fuel or charge level, warning lights, body, underbody and loose equipment. For containers, retain loading, securing, seal and verified-weight evidence as well.

Match the insured interest, voyage and attachment of risk to the contract. Review loading damage, theft, general average, deductibles, exclusions, survey deadlines and claim documents instead of assuming marine cover is comprehensive. Both sides should approve the bill-of-lading draft for shipper, consignee, notify party, ports, quantity, VIN attachment, freight status and release method. Correcting those fields before issue is materially easier than changing them after arrival.

Treat registration and operable support as the finish line

Before shipment, have both the destination customs broker and vehicle-approval specialist pre-clear the invoice, title or unregistered-status evidence, origin, permits, conformity file, inspection and transport draft. After arrival, preserve valuation correspondence, tax receipts, examination, release, technical inspection and first-registration evidence. Customs release only permits the vehicle to leave customs control; it does not prove that the vehicle may be driven, sold or registered.

Keep the first order limited enough to test real energy use, faults, parts supply, repair information, diagnostic rights, connected services, claims and supplier response. The contract should name the warranty counterparty, territory, labour and parts rules, escalation path and support after a model ends. Unconfirmed destination admission, unverifiable VINs, obstruction of inspection or an unexplained payment beneficiary are stop conditions, not matters to resolve after the next deposit.

Frequently asked questions

What is the first step when importing a car from China?

Fix the final registration country, importer and legal vehicle status, then obtain destination confirmation that the exact variant can be imported, approved and registered.

Will a Chinese certificate of conformity guarantee registration abroad?

No. The destination must confirm the approval framework, regulation version, vehicle type and variant, issuing body and VIN scope.

Does FOB or CIF represent the final landed cost?

No. Destination handling, tax, approval, conversion, storage, registration, parts and financing must be added, with the contractual risk point checked separately.

When should a buyer stop payment?

Pause when eligibility is unresolved, entities or bank details do not reconcile, VINs cannot be verified, inspection is blocked or essential documents cannot close before shipment.
