Global EV sourcing due diligence
China EV export checklist: make the exporter, vehicle, approval and booking tell the same story
Cross-border EV purchases often fail because the seller, vehicle specification, destination authority and carrier are working from four different records. Align those records before comparing price and most irreversible risks become visible while they can still be controlled.

Establish who may export which vehicle
China introduced export-licence administration for the pure electric passenger vehicle category specified in a joint announcement, effective 1 January 2026. A supplier's general business licence is therefore not enough to prove that it can complete the proposed export. Match the contract seller, invoice issuer, customs declarant, vehicle source and party responsible for the licence. Ask the export broker to explain the classification and procedure for the exact vehicle rather than offering a generic assurance.
If the seller is not the manufacturer or an authorised channel, require a documented chain showing lawful vehicle acquisition, access to the original documents and the promised service support. Payment should go to the contracting entity; a request to pay a person or unrelated company is a verification stop. Also classify the unit as new, previously registered or modified, because ownership evidence, Chinese export procedure, destination tax and insurance treatment may change with that status.
Use the VIN to define the product
One model name may cover domestic and export editions, different batteries, both steering positions and several charging inlets. The contract schedule should list each VIN, or an auditable production allocation before VIN assignment, plus build date, model and battery code, drivetrain, masses, tyres, inlets, supplied equipment, software revision, colour and options. Photographs of the data plate, dashboard and charging ports at handover should match that schedule.
Approval evidence must be mapped to the same configuration. UN GTR No. 20 and the WP.29 framework help buyers identify electric-safety evidence, but destination application is not automatic. Use UNECE status information and the local authority to determine which regulation and revision apply and which technical services are recognised. A certificate with a familiar heading is not enough; model code, battery and other defining data must cover the delivered unit.
Run a desktop registration before ordering
Ask the destination importer to simulate registration using the actual vehicle file. Identify the required type approval, whether a sample vehicle is needed, which documents require translation or legalisation, how vehicle age is calculated, whether the steering position is permitted, whether recall or cybersecurity evidence is required, and the value basis used for taxes. These questions belong before a bill of lading exists.
Record the result as a gap table: available, obtainable before shipment, configuration change required, or impossible. Give every gap an owner and deadline, and prohibit shipment until critical items close. If the destination permits only a manufacturer or local authorised representative to submit an approval, create that legal relationship before contracting. A general trader cannot simply promise to substitute for an applicant recognised by law.
Treat battery, charging and digital services as one system
The battery file should identify the pack, nominal and usable energy where supported, thermal management, known faults, shipping condition and applicable safety tests. A used unit needs a traceable assessment stating date, mileage, temperature, state of charge, equipment and issuer. A new unit still needs build and storage dates: unregistered does not mean the battery has avoided storage ageing or maintenance requirements.
Verify AC and DC inlet, voltage, phase, maximum power, communication protocol and the local charging network. IEA material shows that charging capacity and access to private charging differ considerably by market. Then test the digital layer: interface language, maps, mobile application, account creation, remote control, network bands, software updates and diagnostic access. A mechanically sound vehicle with region-locked connected services can still become a service problem.
Make the carrier booking match the vehicle condition
Declare the cargo as a battery-powered vehicle at booking. A carrier may request the model, battery chemistry or type, driveability, state of charge and a declaration that the unit is undamaged; RoRo and container services may apply different conditions. The IMO dangerous-goods framework contains entries for vehicles with batteries installed, but carriers and terminals implement acceptance. Obtain the written instruction for the actual route and sailing.
Before terminal handover, record body, underbody, mileage, state of charge, warning lights, keys and loose accessories for every VIN. Disclose impact, water exposure, thermal abnormality or a non-running vehicle instead of trying to book it as ordinary cargo. The marine policy should identify the vehicle and installed battery and explain handling damage, general average, deductible, claim evidence and the deadline for a survey after arrival.
Replace a leap of faith with milestone payments
Tie payment to verifiable events: identity of seller and exporter, VIN allocation, destination pre-check of the document pack, passed pre-shipment inspection, carrier acceptance and bill of lading. Define the evidence for each event, who signs it off and the remedy for a specification variance. A letter of credit, escrow or staged transfer may reduce exposure, but banks and legal advisers should design the instrument for the relevant jurisdictions.
Compare quotations on the same Incoterm and cost boundary. Separate vehicle, Chinese inland haulage, export procedure, terminal, freight, insurance, destination handling, duties and taxes, approval, registration, charging equipment, spares and financing time. A low quotation may merely leave destination charges, certification and service obligations outside the seller's scope; it does not necessarily represent a cheaper vehicle.
Set a minimum support pack and stop rules
The minimum support pack includes a parts catalogue, lists of service and collision parts, diagnostic method, trouble-code information, workshop documentation, technical contact, software-support boundary and battery repair route. A warranty must state the applicable country, start date, covered components, labour and transport allocation, claim evidence and responsible company. A Chinese-market marketing page is not an international warranty contract.
Release the vehicle only when exporter eligibility, identity, destination pre-check, charging and digital functions, carrier acceptance and payment protection all align. Stop for an unverifiable VIN, evidence that excludes the delivered configuration, no legal registration route, an unexplained battery abnormality or a beneficiary unrelated to the contract. The aim is not a thicker document file; it is four independent records that describe the same vehicle.
Frequently asked questions
Does a Chinese business licence prove that a supplier can export a pure electric passenger car?
No. Vehicle classification, export-licence administration, customs declarant and enterprise qualification must be checked for the transaction.
Does a UN electric-safety report guarantee destination registration?
No. The destination authority must confirm the regulation, revision, recognised issuer and coverage of the actual configuration.
Why inspect battery dates on a new vehicle?
An unregistered vehicle may still have spent months in storage and transport, affecting maintenance needs and the meaning of a warranty start date.
What is the safest payment method?
There is no universal instrument. Link payment to verifiable milestones and have banks and legal advisers structure the letter of credit, escrow or staged transfer.
What should prevent shipment?
Any unresolved issue in exporter eligibility, identity, destination registration, evidence matching, serious battery condition or carrier acceptance should stop release.
